The shortlisted entrants have been placed in 16 categories with prizes for the best blogs in Chinese, Persian, Arabic, Spanish, Russian, Portugese, English, French and Dutch up for grabs.
Nominees in this years competition, which received a record number of entrants with 8,500 submissions, will have the chance to win a 'people's choice award, voted on by the public. This open voting process will close on November 26, an announcement on the BOBs website said.
A jury prize will also be awarded in each category in a ceremony on November 27.
"The prize also aims to reflect the international blogosphere's variety and to encourage a dialogue around this new form of communication that surpasses language barriers," said a statement on the Reporters Without Borders (RSF) website, who are partnering Deutsche Welle for the awards.
"This year's crop of finalists include many candidates with a daily commitment to the defence of human rights and, in particular, free expression."
