Lawyers representing claimants including former deputy prime minister John Prescott, football agent Sky Andrew and actor Jude Law will be able to examine part of the archive of documents seized from Mulcaire when he was arrested in 2006.
Mulcaire was imprisoned in 2007 alongside former News of the World royal editor Clive Goodman.
According to the Met Police, 11,000 pages were seized from the private investigator, some of which will have to be passed on to lawyers acting for the claimants in today's hearing.
The decision by Mr Justice Vos today sanctioned an agreement between the claimants and Scotland Yard over what the Met would surrender from the cache of documents.
Today's ruling follows the second out-of-court settlement reached between NGN and a victim of phone hacking.
Last week, Talk Sport presenter Andy Gray accepted £20,000 to settle his civil case against the publisher out of court.
Gray's settlement followed a deal struck between the newspaper and actor Sienna Miller, who became the first phone-hacking victim to accept a settlement when NGN paid her £100,000 in May. The publisher then formally apologised to Miller in the high court earlier this month.
Gray's was one of five test cases due to be brought against the newspaper in early 2012, alongside actor Jude Law, MP Chris Bryant, agent Sky Andrew and interior designer Kelly Hoppen, who is Miller's stepmother.
Earlier this year NGN established a £20 million compensation fund to make settlements with those seeking to bring phone-hacking cases against the publisher.
News International, which owns NGN, announced recently that former high court judge, Sir Charles Gray would administer compensation scheme.
