The new role, says the SPA, has been created to expand video journalism in Scotland and develop new opportunities for the multimedia team.
Ms Mitchell will take on these new responsibilities in addition to her reporting duties and assisting the running of the Glasgow newsdesk.
"I am thrilled to be given the opportunity to develop PA's multimedia service for our Scottish customers. Being able to draw on my 11 years experience of reporting in Scotland will be invaluable in meeting the challenges that lie ahead," she said.
Iain Duff, editor of the Scottish Press Association, said: "As chief reporter in Scotland, Victoria has demonstrated her ability to handle the biggest news stories both 'on the road' and on the news desk. Her new position will develop those skills further as well as focusing on the vitally important area of multimedia.
"Her appointment is recognition of our commitment to providing a quality video service from Scotland alongside our existing text service and I am delighted that she is taking on this new role."
