The report examines the market impact and future role of the BBC's web services and is expected to be mostly good news for the BBC. But the decision to hand the findings to the corporation in advance of public release has been criticised by some commercial rivals.
"The fact that the BBC has seen the review and had a chance to work out its defence is disgraceful," said Hugo Drayton, chairman of the British Internet Publishers' Association (BIPA), which claims that the BBC has swamped the online market.
The BBC is now preparing its response and will not comment on the findings until the report is released publicly. The government's Department of Culture, Media and Sport has not yet announced a publication date.
