
Mr Montgomery is currently based in America as US news editor for the title but returns to London this month.
He will report to editor Lionel Barber and will work closely with FT.com's recently appointed development editor, Paul Murphy.
"James is one of our most talented journalists, and has a strong feel for the digital challenge," said Mr Barber.
"He will draw on his experience in the US in the past few years and, along with Paul Murphy, will lead the team into the next exciting phase of FT.com’s development."
Mr Targett will take up a new role as editor of special supplements and reports, leading a team of nine journalists and researchers to produce more than 200 publications each year.
He replaced Tracy Corrigan as editor in July 2005.
