Mr Graf graduated in law from Cambridge and joined the Liverpool Daily Post and Echo in 1983. He then went on to become chief executive in 1993 of what is now known as the Trinity Mirror Group.
He has more than 17 years' experience on a number of plc boards and was a director of the Press Association for four years. In 2003 he was commissioned to review the BBC's online activities for the government and most recently was appointed deputy chairman of Ofcom in November 2005.
The community media group's chairman, Richard Jewson, said: "We are delighted that Philip Graf has decided to join us. He brings with him a depth of industry knowledge and experience in the regional press, digital media and regulatory matters that will complement and further strengthen the Board."
Mr Graf said: "I am very pleased to be joining such a strong team at Archant, at a time of great change and challenge for the industry. I look forward to playing my part in helping the board develop the business."
