The state-owned telecoms firm Telone is issuing commercial contracts to all ISPs that require them to ensure that "objectionable, obscene or unauthorised" material is not transmitted online.
RSF claims that the vague terminology used in the contracts indicates that the government wants to increase political control of the internet.
